When you say debug mode, do you mean safe mode?
More info needed. What happens when you try to install SP2 while booted up
normally?

Try going to control-panel,ADM.,open event viewer, chk for events/warnings
for specifics as to whats going on with os.If you click on the url in a event
or warning this will open help/support in xp,usually with a fix or answer.

I mean debugging mode, not safe mode. When I nornally try to start up xp
pro sp2, i get the continuous rebooting. i reach the windows splash and
then 1 sec later the computer reboots.

I do have some errors. Most of which I cannot find answers to.

The service metabase path '/LM/SMTPSVC/' could not be opened. The data is
the error code.
The %SAUSBHW.SvcDesc% service failed to start due to the following error:
The service cannot be started, either because it is disabled or because it
has no enabled devices associated with it.

The Parallel port driver service failed to start due to the following error:
The service cannot be started, either because it is disabled or because it
has no enabled devices associated with it.

The Sentinel service depends on the Parallel port driver service which
failed to start because of the following error: The service cannot be
started, either because it is disabled or because it has no enabled devices
associated with it.

The Simple Mail Transfer Protocol (SMTP) service terminated with the
following error: The system cannot find the path specified.

There were no other signifiicant errors that I could see.

I found the problem!!

AdShield

OK

Somehow this program got onto my computer. I had just uninstalled Nortons
and that di no fix the problem. Then I uninstalled Adsheld and it booted
right up.

This sounds like the trojan that replaces userinit with wsupdater.

Adapted from a Post from Kelly: I suggest using this method if you
have a proper retail type CD you can boot from

Set the BIOS to boot CD before Hard Disk. Boot the XP CD and, instead
of Setup, take the immediate R for Repair. Assume any password
requested is blank, and TAB over.

Change the C:\Windows prompt to: C:\Windows\System32
by
CD System32
then
COPY userinit.exe wsaupdater.exe

Reboot into Safe Mode and use a run of regedit.exe:

Open to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT
\CurrentVersion\Winlogon

And in the right pane double click UserInit and change from
wsaupdater.exe to userinit.exe,

Then you can reboot and delete the wpaupdater.exe file
