SP2: Simultaneous TCP connection attempts

As people interpret the limitation of simultaneous incomplete outbound TCP
connection attempts in different ways, I don't really know the real limit. My
doubt is:
SP2 doesn't allow to open more than 10 NEW connections to the same port in
one second or it doesn't allow to have (in total) more than 10 connections to
the same port for 1 second period.
