After downloading and installing SP2 I have a new
directory c:\windows\software distibution in this is a
download directory with the installation files for SP2.
The directory is over 400MB in size, should this have
been deleted after install, is this directory necessary
or safe for deletion?

This is the Extensible Storage Engine (ESE) database directory that the MS
Software Update Services (SUS) 2.0 version of the Automatic Updates service
uses.
The %windir%\SoftwareDistribution folder was added in XP SP2.
Real service pack files are in %windir%\ServicePackFiles.
