Source for a dropdown list located in external workbook: how to?

According to step-by-step instructions in Excel online help, you can
reference an external workbook in a data validation dropdown list. However,
doing so results in the following error dialog: "You may not use references
to other worksheets or workbooks for data validation criteria." Am I doing
something incorrectly, or is Excel online help incorrect?

If there is a way to use a reference to cells in an external workbook as
source for a validation dropdown list, please tell me how to do it.
