Sound recorder playback sounds garbled

I need some help with my sound recorder program in Windows
2000 Pro. I'm in the process of trying to use Dragon
Dictate but I'm unable to get the program to understand
any input. The microphone is hooked up properly.
When I record sound in the sound recorder program of
Windows and try to play back, it sounds very slow and
garbled, like it is in slow motion. I have to click on "
Effects" in order to speed up the recording by 100 percent
in order for it to sound normal. I have not been able to
find that software switch that would allow me to modify
this. I can always slow down once have recorded it, but I
can't record it at the proper speed from the onset.
I have asked numerous hardware and software people with
experience in Windows but they have been unable to help.
Is there anyone out there that can help or has experience
in this?

This usually boils down to installing/reinstalling the correct/updated
sound card driver from the manufacturers websit.
