Sorting programs

I used to be able to go Start/Programs then right click on any program in
the list to call up a sub menu which would allow me to arrange the list of
programs alphabetically. Now it doesn't work but I can see that something
tries to work because the screen blinks and a window almost appears. Any
ideas why it no longer works? I use XP HE SP1 and Nvidia FX5200 128MB.

Right click the Start button | Properties | Customize button | Advanced tab
|
Enable dragging and dropping | OK | Apply | OK
