sorting issue in Outlook

How can I sort by last name when I click the "To" button in an Outlook (2003)
email, or when I attempt to add contacts to a distribution list?

Tools>E-mail Accounts>View or change existing directories or address
books>Next. Select Outlook Address Book and click Change. At the bottom,
choose the desired "Show names by" value. Click Close, then Finish

I've made this change in Outlook here, but it does not reflect when trying to
insert an address from the dropdown. Are there any other options that might
have to be set on the Exchange server?
