Sort files by name

In such programs as Paint Shop Pro 8 and Serif Page Plus,
when I go to open the "My Pictures" folder it sorts the
files by date. How do I get it to sort the files by name
as the default?

I've gone to the "My Pictures" folder and made sure that
it is set to sort by name but that doesn't seem to make
any difference.
