Sort by Hierarchy

I have a list of data with a key and its parent key.
It is currently sort by key.

I need to sort by Hierarchy so that the children come after the parent.

Is there a algorithm to do this?
Would also need to determine the outline level.

Presumably the parent key defines the hierarchy, so why not sort on
parent-key then child-key ?
