Some windows keyboard shortcuts stopped working

Hello all,

I can still log off with Win-L, but many other keyboard shortcuts
stopped working, e.g. I can't open the run dialog with Win-R and Win-E
doesn't bring the Explorer up.

This only happens with my current profile. When I log on as another user
like Administrator the shortcuts work fine again.

On a discussion board I read that TweakUI can change these shortcuts,
although they talked about an earlier version of Windows, like 2000 or
something. I don't find options for enabling, disabling or changing
shortcuts in my XP version of TweakUI, though.

Seems like I was really, really blind while looking through TweakUI.

The setting's here:

Explorer -> Enable Windows+X hotkeys
