Using vista 64 bit,logged in as admin,avast e mail scan blocked,can rec but
not send

I haven't seen that in a while.
0x800CCC0B BUSY Server or maildrop is busy.
Your mail provider's server was too busy to take your call. Wait a few
minutes and try again.
 
You're going to have to call MTS.
I can telnet to the POP server, but can't connect to the SMTP server.
Either the server is down, or they've switched ports or something....
