How can I get Outlook to not translate email into MIME? Not all my email
shows up in MIME, just some of it with graphics, pictures or maybe scripts.

Outlook doesn't translate your received mails into MIME format. The sender
sent them that way. The MIME sections in the e-mail are used to encode the
non-text portions of that e-mail, like sound, images, or attachments. If
you don't want any MIME parts in received e-mail, all you can do is ask the
sender not to use it.
