Software to monitor and control network?

I share an apartment with 3 other people. All access internet often
with a shared DSL connection. I sometimes download files from internet
and I don't want to occupy the whole bandwidth. I wonder if there is a
program that can control the usage of DL bandwidth of my PC. Also it
would be nice to monitor the traffic of the whole network so if nobody
is using the internet, I would increase my bandwidth when needed.

Any suggestions??

I've found NetLimiter can limit the download bandwidth for individual
programs, but I still have not found a program to see the current
bandwidth usage of individual computers on a LAN.

Any suggestions?
