If he wants a really simple portal, MiniPortail, which is now Guppy. No, I
don't have the links right off, but it's easily found with your favorite
flavor of search engine. Another good one is AngelineCMS at
http://www.angelinecms.org .

Before I forget, Blaine just recently updated WebWeaver (web/ftp server).
If he needs a small, no-fuss server he might want to try Pablo Van Der
