Socket Problems!

My friend called me over to look at his computer which
couldn't connect to the internet. When I typed in the
command ipconfig/renew I got a socket error. I know he
did a lot of deleting because his computer was filled
with spywares. Can you provide the actual steps for
repairing or reinstalling the socket so I can help him
get back online.
