I think you mean in the clip library in fp 2003.
I had a library of clips that I used in an editor called notetab from
www.fookes.com they've got free library clips and what not. you may want to
take their free download and some of the clip libraries. then you could
transfer from the notetab to the fp library.

They are called Behaviors (not snippets)
Accessed thru Format Behaviors (after you have selected an element in your page)
You can also extend them to add your own - See

FP2003 also allows for Code Snippets using Tools Page Options Code Snippets
