This tool appears to be standard in Vista. I see that it is also
available for XP Tablet Edition.

Will this tool work with Windows XP Professional? Where is a good
place to download it for XP Pro?

The download is only for Tablet PC. It won't install or run on XP Pro.
There is a similar commercial product available at
http://www.techsmith.com/snagit.asp.
