Snap-in fails to initialize

I have been getting this error for maybe two years. Now I'm wondering
about what logs and alerts I've been missing. When I select 'Control
Panel/Administrative Tools/Computer Management' I get this message on the
"Microsoft Management Console":

Snap-in failed to initialize.
Name:Performance Logs and Alerts Extension
CLSID:{7478EF65-8C46-11D1-8D99-00A0C913CAD4}

I found the CLSID in question in my registry. I saw a few things that were
apparent small errors, and I changed them. A file referenced by the
registry entry had the wrong version number in the registry. Somehow that
doesn't seem like anything, but I changed it. The file that was
referenced, a .dll, was followed by a comma and -736. I tried removing the
numerals. Maybe they mean something, maybe they're garbage.

End result. No change. Same behavior.

See if this command helps:

regsvr32 smlogcfg.dll
(Type in Start, Run)

Solved it, a two-year old nuisance. But what is more than a nuisance, or
was it a pointless nuisance? What have I gained, or what losses have I
recovered? Is there some log that I had been deprived of?

Smlogcfg.dll is responsible for displaying the Performance Logs and Alerts
Snap-in. Due to some reason, the registration info for this snap-in (DLL)
was missing in your system.
