SMTP service does not start

Error prompt msg is:
"The service did not respond to the start of control
request in a timely fashion."

Event Viewer > System Log Error Msg is:

Event ID: 115
Event Type: Error
Event Source: SMTPSVC
Description:
The service could not bind instance 1. The data is the
error code. For additional information specific to this
message please visit the Microsoft Online Support site
located at: http://www.microsoft.com/contentredirect.asp.

i followed and tried almost every online support methods,
nothing helps at the end.

Is there any other way to start the SMTP service without
reinstalling the O/S ?

Experts, kindly help me out to resolve this issue.

Hi Meya,

Check out the following KB article. It talks about the event ID 115 which
occurs when you try to start the SMTP service and the cause and resolution.
