SMTP Not Sending

Issue:
As of today, Outlook is unable to connect to my SMTP servers. Either of
them.

Error Message:
Task '(e-mail address removed) - Sending' reported error (0x80042109) :
'Outlook is unable to connect to your outgoing (SMTP) e-mail server. If you
continue to receive this message, contact your server administrator or
Internet service provider (ISP).'

Background:
Was working before today, no problem.
I did not change any settings.
My SMTP provider reports no service problems.
My DSL isp tells me this is a "microsoft issue".

Fixes Tried:
I ran "detect and repair"-- did not help.
My Windows XP has latest critical updates.
Rebooted rounter.
