SMTP Error @ Startup. Can't Send Any E-mail

For a few weeks I've been getting the error below in my event viewer. Ever
since, I can not send e-mail. Receiving works fine. I've tried using several
different accounts to send e-mail most of which use different outgoing smtp
servers. As near as I can tell, the problem stems from this error. Any
assistance would be appreciated:

Thanks Brian. I've seen that article and it did seem to help. I've left a
message with my ISP to verify that my outgoing smtp hasn't changed but seeing
how i have a couple different options for outgoing and none of them work, I
got to think that this error has something to do with it.

BTW - I am not running IIS, if that helps any.

Found a few more that you may/not have seen, may/not help as the
descriptions are different.
Adding or removing a program may generate Event ID 7023

When you disable the Windows Firewall service on your Windows XP Service
Pack 2-based computer, the Computer Browser service stops after five
minutes and Event ID 7023 is logged in the Event Viewer
