smooth scrolling?

Hello all.

This might seem like a dumb question, but I need to know how to turn
smooth scrolling on. I just installed a new motherboard, so I had to do
a repair installation, and everything else is great, but when I scroll
down in multiple programs, it is very choppy. I liked my smooth
scrolling action. It also seems that when I drag a window around my
desktop, the redraws are also choppy.
