Thanks in advance for any and all help.

I have recently loaded XP and now I am having issues with
IE. When I open a window the web page is about 1/2 the
size of the IE window. It is almost as if it were 50%
scale. Changing the text size in view has no effect
neither does changing the resolution of the display. The
text sizing, in view, on my home page does work but only
on the home page.

Windows remembers the size of the last Normal IE window closed.
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
