small utility missing (basic web image editor)

Hi,

Since it takes ages for my post to rise up here,
i repost the question : can anyone remember some small
or maybe not so small program that could do at least
image lightening for web (reducing color, progressive jpg
or gif) and image mapper ? was a handy tool.
could find it for hours now...

Yes it 's very close to what i ment ! thanks. maybe i
was mixing up something with mapedit (not freeware)...
