Sluggish computer

My XP SP2 system takes 1 minute to boot and 1 minute to shut off. Is this in
the normal range?

When I put the system in standby mode, and then tap the keyboard or move the
mouse, it takes about 20 seconds before the computer wakes up (screen comes
on). This wake-up reaction used to be immediate. Something is amiss. What
can I do?

Life as you knew it has obviously come to an abrupt halt. You
probably should go and hang yourself.
 
If your computer does the "start up" dance in as little as 1 minute - you're
doing better than most people, especially if you have a firewall and
virusscan. I would start to worry after 3 minutes.
"SAFE MODE" is just that. Basic drivers are loaded and usually nothing's
trying to connect to the internet. - 20 seconds is good for that too!
Uncle Grumpy probably is saying the same thing without tact.

Yes.

Even if it were slower than one minute, my personal view is that the
attention many people pay to how long it takes to boot is unwarranted.
Assuming that the computer's speed is otherwise satisfactory, it may not be
worth worrying about. Most people start their computers once a day or even
less frequently. In the overall scheme of things, even a few minutes to
start up isn't very important. Personally I power on my computer when I get
up in the morning, then go get my coffee. When I come back, it's done
booting. I don't know how long it took to boot and I don't care.

What can I do?

One minute for startup is not very long. Turn on the computer, get your
coffee and by the time you're back the system is up and running. If you
really want to see what might be causing a few seconds here or there do some
clean boot troubleshooting armed with a stop watch. It's as much fun as
watching paint dry.
