Slowness in Opening Excel from document shortcut

I have two users that when they double click on an excel document shortcut or
try to open from Windows Explorer that it takes FOREVER for Excel and the
document to come up.
Yet if I open Excel, it opens immediately - then browse through the open
command to the document (network or local in both cases) it comes up
immediately.

I've done lots of googling and I've registered Excel, rand the Office
diagnostics, tried the %1 trick, tried pretty much everything except a
removal of Office 2007 and re-install.

Can someone help me out?

This happens with local and network files. Whether or not they save, save and
re-open or any combination thereof. Yet if you open Excel by itself first,
then go to "open" in Excel the file opens lightening fast.
It makes absolutely no sense and is not happening to any other users.
Somewhere deep in the bowels of Office's underpinnings something is screwed
up (it's also happening with Word, same exact scenario). I'm just afraid if I
uninstall and re-install it won't fix it because whatever this is will get
left behind.
I've also thought about deleting their 'ntuser.dat' and seeing if that fixes
it but I HATE doing that.
