Slower than a snail

My parents Dell Inspiron 1150 has become very slow after doing some long
overdue updates.(60+)Everything looks O.K. in task manager, even after doing
system restore there was no improvement. I ran chkdsk. I've run out of ideas.
Has anybody run across this before?
 
Here are the main reasons for slow performance (not in any particular
order) and the solutions:

Infection by a virus or other malicious software - remove the infection(s).

Insufficient memory for the programs being run - close programs or buy
more memory.

Hardware no longer up to the demands of the software being run -
hardware can be upgraded (up to a point), but there's not a whole lot
that can be upgraded in a laptop.
 
Using System Restore wiil have removed the "overdue updates"!

Try Ctrl+Alt+Delete to select Task Manager and click the Performance
Tab. Under Commit Charge what is the Total, the Limit and the Peak?

How large is your hard disk and how much free space. Right click on
your C drive in Windows and select Properties to get this information.

How much RAM memory?

Select Start, All Programs, Accessories, System Tools, Disk CleanUp to
Empty your Recycle Bin and Remove Temporary Internet Files. Also
select Start, All Programs, accessories, System Tools, Disk CleanUp,
More Options, System Restore and remove all but the latest System
Restore point. Run Disk Defragmenter.

i have not come across this adsactily i have a toshiba satellite and it is
very slow but my parents laptop is a dell inspiron 6000 and it is very fast
but has alot of errors. the best way to fix up your computer is if you use
wirless turn it off when you are not useing it and disk defragment you go to
my computer dirve c and right click on it then properties and then look for
defragment and leave it for as long as it need it can take up to 5 hours
