slow workstations due to dns

I have workstations that are running extremely slow on my
network. They are slow when accessing network resources
and local programs such as cmd, word, notepad etc. One of
our network admins made a change to the TTL's in SOA to
update clients and servers of a website move from an old
to a new server. I have reset all of the times to default.
I have disabled all of the forwarders. I have cleared all
the caches on primary and seconday dns's. The clients are
still slow after a reboot. The only thing that speeds up
access for a short period of time is running
ipconfig /flushdns
 
What DNS servers have you placed in the DNS server list on your client
machines?
 
Clients should only point at the internal DNS server hosting the AD domain.

Update the clients and the server with the latest critical updates.

Check task manager on the clients for processes that are spiking the processor.

Install Network Monitor on the server and monitor the network traffic.
