Slow startup

PC boots normally, after logging in it can take up to two minutes before
certain functions are available to be used, Dial Up for the internet and the
Device Manager in System, Hardware are the main two there are others but
these are the most annoying. After a time everything works OK, system is
stable with no conflicts.

Any help appreciated.
