I have 2 operating systems in same PC: windows 2000 and XP. I found that
windows 2000 takes almost one hour to burn a DVD and XP only takes 13
minutes while they both use the same burning software and same DVD burner
hardware. In windows 2000, the estimate time from the burning software is
also showing 13 minutes. Also notice that when I press the power button to
put windows 2000 into hibernation, it takes a long time. It also takes a
long time for windows 2000 to fully start up. I wonder they are all related.
So what could cause such a difference?

This is usually because you don't have DMA enabled on your IDE controllers.
Go to Control Panel --> System --> Hardware Tab --> Device Manager.
Expand IDE/ATAPI Controllers
Double click on Primary IDE Channel
Click the Advanced Settings tab
Change Transfer Mode to DMA if Available
Click OK
Repeat for the Secondary IDE Channel

Restart your computer.
