This is not a part of XP OS.
Scan with latest virus definitioned antivirus software.
Also:-
Download and scan your system with Spybot.

AV does not detect it.

How can I get rid of the line in the startup tab of Msconfig?

I have unchecked it but would like to get rid of it altogether.
