SkinCrafter Light Control download from Microsoft doesn't seem to work. Anyone?

The SkinCrafter Light downloaded at https://msdn.microsoft.com/vstudio/express/register/
one of those things to try. Everything else I downloaded from the
site seemed to work. But even the sample compiled demo program
invokes the debugger. Must be something missing? The direction say
to put the control in the toolbox, even if you find manually and try
and put it into the toolbox it throws off an error. Can't list it as a
reference either. Anyone else had problems?
