Sizing handles missing

In a friend's new Compaq laptop with Vista, the sizing handles on the quick
launch tool bar are missing, so it's impossible to adjust the size of the
toolbar. Any ideas?

Right-click on the task bar and see if "Lock the taskbar" is ticked. If it
is, untick it!
