My navigation link bars show up as words instead of the tabs as per the theme

Apply your current theme for you nav bar buttons and when publishing to not use any optimizing options

Open the remote site in FrontPage and apply the theme to the link bars
there. This will ensure that all elements for the theme are uploaded to
the server.
FP often fails to upload themes for link bars (where they are not the
default theme for the page) when publishing from disc-based webs.
