Single mouse click using XP?

Is there a way to get Windows XP to recognize a single mouse click like
previous Windows versions did, instead of requiring two? (Eg. Start Menu.
WinXP requires one click on Start, and a 2nd click on the menu item. Win98,
click and hold Start, release on the menu item.)

Control Panel - Folder Options General page, bottom section, select
'Single click to open'
