simple image editor?

Is there a simple and small image editor
with the following features:

- working without an install routine
- read jpg and bmp-files (if possible also png)
- store those files as jpg (png)
- insert text of various sizes and colors into the image
- insert lines and arrows
- adjusting brightness and contrast
- cutting out areas
- fits onto a single disk

Not sure if this fits the bill for you, but give it a go www.gimp.org

Gimp on a single disk? Sure....

You could try Photofiltre.
It can do all functions of the above,

Though It neither can run from a single disk, It can run from a CD-rom, and
does not require any aditional libraries to run.

This program might fit the bill, I haven't play around with it much but it
is crazy small -- http://www.goosee.com/goosee/index.shtml

It's more geared towards drawing/annotation. Don't know about brightness,
contrast.
