I do not know the type of panel you are dealing with.
If it's a windows Panel Control it shouldn't be a problem,
just set the panel in focus and drag a control in this
case a button control, do it while holding the mouse right
button, drag it to the panel control and the release the
mouse right button.
For web forms panel control it's best to creat a user
control and then drag it into the panel control.
