Sign in issues

I have a Windows 2000 Network setup with three sites and three Domain controllers one server per site. Each server is setup as a global catalog server and the network is running in mixed mode. Each server is also running DNS and Wins and are primary dns and wins are pointing to itself and the secondary is pointing to the main site. Our main site has all of the FSMO roles running and was the first server introduced to the network.

In sights and services I have setup the three sites and each server is assigned to the appropriate site. Each remote site is setup to replicate to the main site. I have solid replication between the remote site and the main site.

Our problem is this, when we shut down the Domain controller in a remote site our users cannot sign in at that site. It gives us a no domain controller was found error. Why do our clients not authenticate to our domain controller at our main site.

Any help you could provide would be greatly appreciated.

Are the PCs pointing to a 'secondary' or alternate DNS server? That is, do
you have the local DNS server listed first, and the main site DNS server
listed second in the clients TCP/IP DNS settings? If not, you need to.

Yes I do have a secondary dns server listed in our clients TCP/IP settings. It is the server at our main site. If you have any other thoughts I would appreciate it.
