Your motherboard (thus Computer) must be ACPI compliant for win2000/XP to
give it the power down signal. Check under Device Manager if your computer
is listed as "Standard PC" or "ACPI PC".
It is most probably Standard, otherwise winXP should've detected and
installed the appropriate HAL for you. You may attempt to install the ACPI
HAL manually but it is risky (given that it already determined ACPI HAL
won't work).
