Shutfoff TTS Speech in Windows XP Pro

Please tell me how to turn off the Microsoft Sam TTS speech voice. The only
speech I can play for video and music is Microsoft Sam. In the Speech setting
window I only have one choice and it is Microsoft Sam. Under that window is a
comment box that states "You have chosen Microsoft Sam as the default
computer voicie". The issue is there is no place to shut it off? I have
Windows XP Pro SP2 running on a Compaq EVO N1020a laptop. All sound and audio
test in the Control Panel and Sound Max state they are running correctly.
What can I do? Any help will be much appreciated.

Open Control Panel / Regional and Language Options. Click the Languages Tab
/ Details Button /Advanced Tab. Place a check mark in the "Turn off advanced
text services" option.

I did what you said, saved the settings and rebooted. I still have the
Microsoft Sam voice when I play internet video news files. Any other ideas?
