Hi, I seem to have lost the "turn off computer" icon from
the start menu. Also cannot access the task manager
functtion. It seems a rogue website may have deleted them
when I chose not to download their software. It then
attempted to access a site that would be charged to my
phone bill. I had to reset the PC quickly. By removing the
icon and the task manager, it may have been a ploy by the
site to get some money out of me. I would like to know how
to restore the PC the way it was. I have tried a system
restore, but no luck there, it does not seem to work. HELP
PLEASE.....

Problem could be due to a virus.

Download a tiny patch from here to enable Task manager:
