Shutdown when CPU idle

Is there any software that will shutdown a PC when the CPU is idle for more
than a preset length of time?

I have tried the Windows XP (Pro) settings in power management to go to
standby or hibernation after 15 minutes, but it won't work.

Since it's built into the operating system, I wouldn't have thought there is
that much software around to do it.
You may be better off trying to resolve your problems with power management.
