Windows XP is not a 100% user configuarble system.
There are certain design decisions, functionality and technical
implementations that you as the end user have no control over.
The shutdown routine triggered by your action of selection Start... Shutdown
on a non Domain member machine causes various processes to be called. One
of those processes dims the current desktop session screen to monochrome
while leaving the Shutdown, Standby ... Dialog box in color on screen.
There are no user configurable settings to alter this behaviour - it is by
design.
There are lots of other by design settings that you also have no control
over (e.g the color of the Start button in the Windows XP mode Start bar,
while you can change the color of the bar to one of the 2 shipped color
themes).
While you may think this is something you require more control over it was
not in scope for development effort to spend time on that particular User
Interface component to the detriment of the scheduling of resources to other
key operating system or UI components.
These are the trade offs when building massive software engineering projects
such as general purpose operating systems.
To add infinite user configurability and flexibility to one or more areas of
the product may well be prohibitively 'expensive' in terms of resources and
development time, thus leading to a never shipping of the product.
