Shutdown/Restart Missing

What would cause the Shutdown and Restart options to disappear from the Shutdown command on the Start menu? I am using a GPO but do not know which settings could possibly affect this situation. Anyone know?
 
Try looking at this setting locally (gpedit.msc) or in DSA.msc where this
seems to be applying from :

User Configuration -> Admin Templates -> Start Menu & Taskbar. "Disable
and remove the Shutdown command"
policy.
