Shutdown problem

I have Windows XP on my computer.Anytime I shutdown or
hibernate,I does not get to the part where it shows 'It
shows it is know safe to turn off Windows' .I have tried
Diagnostic startup,re-installing Windows,uninstalling
McAfee Antivirus and removing its scandiskette on shutdown
function,rolling back my display driver and the problem is
still there although it still restarts but takes sometime
before doing so.Pls I need your help urgently.
