Shutdown options

Is there a way to remove the shutdown option but keep the restart option. I
know how to get rid of the shutdown option completely, but I am trying to
prevent users from shutting the pc down but allowing a restart. Any ideas or
reg hacks or gpo settings?

I believe you can set a group policy which may place the XP into a "kiosk"
mode (no shutdown). However, I have yet to set one up.
