Shutdown/Logoff

Is it possible to give users the ability to 'Shutdown' but not 'Logoff'?

I have a set of PCs which will have a generic user logged in all the time
(totally locked down apart from one application running), and I don't
want users to be able to log that user out. The PC will need to be
switched off occasionally though.

You can use Group Policy to disable logoff via user configuration/administrative
templates/system/logon&logoff where you will see the option to disable logoff.
Shutdown is a user right configured in security policy/security settings/local
policies/user rights assignments - shut down the system. --- Steve
