Shutdown - freezes on 'Saving Settings'

I have just installed a new internet connection, and ever
since every time i shut down or restart my computer, my
computer freezes on the 'Saving your settings...' screen.
Anyone know why this is happening and how i can fix it,
any help much appreciated
