Shutdown and Restart

I currently have Windows XP and whenever i try to restart
or shutdown the computer, it does nothing. I have to hold
down the power button on my computer to shut it down. I
already re-installed windows to rectify the problem, but
it did not fix the problem. Does anyone knows what to do
about this problem?
