shut down problems

My computer will not shut down - it will get to the blue
window telling me that windows is shutting down and then
just hang there, I have left it there for up to an hour
and then had to force it to shut down.
Sometimes it will shutdown and then restart (did not tell
it to restart), if i then wait for it to start up and
then tell it to shut down it will !!

Any ideas
